In brief
- A yearly berth in the Slovenian marinas costs more than in the marinas of Muggia and Trieste; in the municipal harbours it costs much less, but the permanent berth almost always goes to residents, and the waiting lists run to hundreds of names.
- In summer the three Slovenian marinas, Portorož, Izola and Koper, are full: anyone looking for a yearly berth should expect to wait.
- In Slovenia you always need at least a test to handle a motorboat, even where Italy requires no licence; the exam can be taken in Italian.
- A boat can stay in Slovenia under its own country's flag. The Slovenian annual tax concerns boats registered in Slovenia and those of people resident here.
- You cannot rent a motorboat without a licence in Slovenia, whatever a portal says; sailing charter has almost its whole fleet in Izola.

2026 price lists of the harbours, read on 9 October 2026, VAT included. For a month or a day the highest list price applies, that is the summer one where there is a season.
Marinas and municipal harbours are two different worlds. In a marina you buy a berth with a contract, yearly or for a period, as long as one is free. In the municipal harbours a permanent berth is allocated by a points ranking, and the points reward residence and years of waiting: for anyone buying a home here, becoming a resident counts at sea too.
The yearly bill, beyond the berth
Two examples built only from the figures the price lists publish: an eight-metre motorboat and an eleven-metre sailing boat, in the water from April to September and ashore in Portorož from October to March.

The berth in the water is separate: see the table above. Antifouling, engine service and fuel have no public price list, and stay out of the total.
A detail of the Portorož price list: winter ashore plus a berth in the water for the season alone costs more than a yearly berth in the water. Anyone planning to lift the boat out to save money should do the sums first.
The licence: the trap for those coming from Italy
In Slovenia whoever handles a boat must hold a qualification and keep it on board. For almost all leisure boats it is the boat skipper certificate, the voditelj čolna. For the smallest motorboats, up to 7.35 kW and seven metres, and for jet skis a reduced knowledge test is enough; with no qualification at all you may only use oars and sail up to seven metres.
The trap is for those coming from Italy: anyone sailing there without a licence because they are under the Italian thresholds needs at least the test in Slovenia. The exam is taken in Koper, at the maritime administration, and can be done in Italian; in another language only with a sworn interpreter. Foreign licences are valid for the boats they cover at home, with a translation if the document is not in English or Italian.
Flag, register and taxes
A foreign boat may stay in Slovenia under its own flag. The owner pays the yearly lighthouse and buoy fee, keeps the receipt on board and must have valid third-party insurance. Registering it in Slovenia is another matter: more than half of it must belong to citizens of the European Union, so British owners are left out.
The Slovenian annual vessel tax concerns boats over five metres registered in Slovenia and those of people resident in Slovenia, even under a foreign flag: anyone moving their residence here should count it in. In Italy there has been no annual tax on leisure boats since 2016. In Croatia anyone keeping a boat for holidays pays a flat nautical tourist tax, plus the navigation safety fee.
Renting: an hour, a day, a week
The Slovenian charter fleet is almost all in Izola, with a few boats in Portorož. For bareboat charter the operators ask for a licence and a radio licence; otherwise you take a skipper.

Prices per week for the boat, Saturday to Saturday, from the price lists read on the portals with the operator's conditions. On top: skipper, transit log, final cleaning and the deposit.
On a boat for a few hours
- Guided SUP from Piran towards Strunjanfrom €50
- Panoramic trip Portorož–Izola, with two hours in Izolafrom €35
- An hour at sunset off Piran and Fiesafrom €35
- Glass-bottom boat, Piran to Strunjan and backfrom €20
- Half a day's fishing with a local fisherman, from Koperfrom €90
Leaving from Slovenia costs more than Pula only out of season: comparing the same boat week by week on the 2027 price lists, Pula is cheaper from January to mid-May, while from late June to early October it costs the same or more. In Slovenia you cannot rent a motorboat without a licence: the portals offering it state something the law does not provide.
Ferries to Greece and Albania: not from here
In 2026 no passenger line leaves Trieste or Koper for Greece, Albania or Turkey: the ships to Turkey and Patras carry freight only. For Greece you leave from Venice or Ancona, for Albania from Ancona or Bari. From the Gulf of Trieste by sea, in summer, you can reach Mali Lošinj at most: the guide to the gulf by sea tells how.
The sea as everyday life
In 2025 the Slovenian maritime administration received 9,762 applications for the skipper certificate, between first qualifications and replacements of the document. On the second Sunday of October, in Trieste, the Barcolana puts thousands of boats on the water: 1,865 started in 2025. In Portorož the Pirat sailing club runs a sailing school for children.

Anything we have not yet found in a reliable source is listed here, rather than passed off as certain.
- What third-party insurance costs with a Slovenian insurer: none publishes a price list.
- Prices for antifouling, engine service and fuel in the harbours: they are not published.
- Navigation and anchoring rules at Punta Madonna, in Piran.
- Up to which boat you may skipper without a licence in Croatia, and the exact amounts of the Croatian navigation safety fee.
- Daily prices of the Slovenian rental companies for RIBs and motorboats: they publish no price lists.
- Whether the Slovenian radio licence for an on-board VHF carries a yearly fee.
Questions
How much does a berth in Portorož cost?
It depends on the harbour and the boat: the table above lines up the 2026 price lists of marinas and municipal harbours for a ten- or twelve-metre boat, for a year, a summer month or a summer day. Portorož has both the marina and the municipal harbour, where permanent berths are allocated by ranking.
Do you need a licence for a small motorboat in Slovenia?
Yes, at least a knowledge test, even below the thresholds for which Italy requires no licence. With no qualification at all you may only use oars and sail up to seven metres.
Can I keep a boat under the Italian or German flag in Slovenia?
Yes: you pay the lighthouse and buoy fee, you need valid third-party insurance, and a non-resident owner does not pay the Slovenian annual vessel tax.
Is it easy to find a yearly berth?
In summer the three Slovenian marinas are full, and the municipal harbours' waiting lists run to hundreds of names. Ask early, and look at Muggia and Trieste too.
Can you rent a boat without a licence?
Not a motorboat, in Slovenia: you need at least the test. With no qualification there are oars, sail up to seven metres, SUP and kayaks, or a boat with a skipper.
